since us troops didnt participate in the nato strikes only the nato Brigade of the us army, he did not need congress. we just have troops in nato, it wasnt the us army declaring war, it was NATO making strikes, yeah it sucks the way the world is- but hey starbucks is still open!!!

Comparisons between Lybia and Viet Nam…I’m at a loss in Viet Nam what the upside for the US would have been (that is from a financial vantage point, which is what everything else is held up to for the last decade) yet the mid East is all about power via control.ie control the oil and you control the populace.
